Leverage disappears after handover.
What's Actually Going in the Ground?
Design, build and commissioning are handled by contractors with their own commercial interests, and responsibility cuts across multiple teams with no single point of accountability. Many performance issues only emerge after handover, once contractual leverage has reduced and remediation costs sit with the asset owner.
Construction Oversight closes that gap while leverage still exists. It puts independent eyes on-site throughout the build, verifying that what’s actually being installed matches what was specified and agreed — so issues get caught and resolved with the contractor while there’s still time and standing to act, not after they’re embedded in the finished asset.
On-site checks, formal follow-through.
What's Included
Construction Oversight verifies what’s actually being built against what was agreed. Here’s what that involves:
- On-site quality checks of plant room, HIU, pipework and insulation
- Review of all contractor submissions and design changes
- Verification that what's being installed matches what was specified and agreed
- Formal Requests for Information raised where gaps or areas of concern are identified, and follow-through with the contractor to close them
For construction quality you can trust
Who This Is For
Property & Residential Developers
You need confidence that construction matches specification before issues become embedded in the finished asset.
Housing Associations & Local Authorities
You’re taking on long-term responsibility for a network’s performance once it’s built.
Heat Network Operators
You need a documented, independently verified record of construction quality ahead of taking on operational responsibility.
Common questions
FAQs
Here’s what clients most often ask before bringing in independent on-site oversight.
What does on-site oversight actually involve?
It includes physical inspection of completed district heating pipework, interfaces, substations, plant room, HIU and insulation, checking that what’s installed matches the approved design and specification.
What happens if a contractor's work doesn't match the design?
Formal Requests for Information are raised, design review meetings attended, and Uniti works with the contractor to close performance, knowledge and information gaps, as was the approach taken on the Mersey Heat project for Peel.
Why does this matter if we already have a clerk of works or contract administrator?
Construction Oversight is independent and focused specifically on heat network performance and specification compliance, providing a documented record that protects your operational and commercial position for the long term.
Can this start partway through construction, or does it need to be in place from the start?
It’s most effective when engaged early, but the goal throughout is the same: catching issues while they can still be resolved with the contractor, rather than after they’re built into the finished asset.
